John Korka CWJ Headshot
  • P.E.

    John retired from the Navy as a 2-star Admiral after a distinguished 35+ year career.  His military service culminated as the Navy’s 45th Chief of Civil Engineers and Commander, Naval Facilities Engineer Systems Command, where he served as the Head of Contracts and Technical Authority for design/construction programs and the senior-ranking "owner" representative for a $16B/yr global workload. 

    Today, he leverages his executive-level project management and engineering experience to bring end-user thinking into planning while developing an understanding of client requirements to deliver solutions and drive certainty in complex capital investment programs. John has been published in numerous journals on the topics of program management, infrastructure life cycle, risk analysis, and successful delivery of complex and large-scale capital projects. He is a fellow in the Society of American Military Engineers, a board member of the Advisory Council for the Electric Power Research Institute and a lecturer for the Myers-Lawson School of Construction at Virginia Tech.

    Ken is a seasoned construction management executive with over 30 years of experience delivering complex, large-scale, and multi-phase projects across a variety of markets. With a background that spans design-build, general contracting, and program management, he brings a deep operational lens to every engagement. Ken is known for his ability to lead teams through the full project lifecycle — from preconstruction planning and budget control to execution and turnover — while consistently driving performance, minimizing risk, and ensuring alignment with client goals. His hands-on leadership and cross-functional expertise make him a trusted partner on challenging assignments.

    Ken holds a range of industry certifications that reflect his commitment to quality, safety, and professional excellence, including the Certified Construction Manager (CCM), LEED AP, and Construction Quality Management for Contractors (CQM-C). He is also an Associate AIA and a Construction Documents Technologist, further strengthening his ability to bridge technical requirements with on-the-ground execution. In addition to completing OSHA 30 and OSHA 10 training, Ken remains actively involved in advancing best practices in construction management and integrated project delivery.

  • Having worked across the Clark family of companies for more than 40 years, Bill brings a breadth of experience that strengthens and elevates CWJ’s program management and advisory offerings. As a seasoned construction executive, he applies industry best practices and innovative solutions to address complex project challenges and consistently exceed client expectations. His leadership has shaped the success of major national projects, including the New Terminal at Kansas City International Airport, the Seattle Convention Center Addition, and the National Geospatial-Intelligence Agency Headquarters at Fort Belvoir.

    Bill's industry service has included Steering Committee membership for the Construction Industry Ethics & Compliance Initiative which underscores his commitment to advancing transparency, accountability, and integrity within the construction sector. Additionally, Bill serves as an active member of the National Academy of Construction, contributing his expertise to furthering the Academy’s mission of advancing excellence in construction leadership, education, and research.

    Barbara is a seasoned builder and design advocate with a passion for driving innovation across a wide range of industries. Since joining Clark in 1985, she has led some of the firm’s most complex projects nationwide, bringing deep expertise in programmatic planning, aesthetic integration, and constructability. With a sharp eye for emerging design trends and a commitment to collaboration, Barbara works closely with clients and creative partners to shape spaces that perform as beautifully as they look. Her ability to unite diverse stakeholders around a shared vision has made her a trusted leader in the design-build community.

    Barbara holds LEED AP and FDBIA credentials and was recently named a Design-Build Professional™ Fellow — DBIA’s highest level of certification. She is a licensed California General Contractor (A & B) and has served in numerous national leadership roles, including Chairwoman of the Design-Build Institute of America and President of its Western Pacific Region. Barbara also co-founded Women in Construction (WIC) and has held advisory board positions with both the Cal Poly Pomona Architecture School and the Catholic University School of Engineering, where she continues to champion excellence in design and construction education.

  • Wes is a passionate advocate for small and disadvantaged business inclusion in the construction industry, with a career dedicated to expanding opportunities and building lasting partnerships within the communities Clark serves. As a Community and Outreach Executive, he collaborates with project teams and business units to ensure meaningful subcontracting opportunities are created and fulfilled. Wes plays a critical role in helping Clark meet and exceed both internal and project-specific small business participation goals. One of his most impactful contributions is the creation of the Strategic Partnership Program (SPP), a no-cost, executive MBA-style course designed to equip small and minority business owners with the tools and knowledge to grow and thrive. Since launching in 2006, the program has graduated over 1,600 business leaders across ten U.S. markets.

    Wes serves as Clark’s National Liaison Officer and maintains deep ties to the business community through multiple leadership roles. He is a member of the Board of Directors for the Prince George’s County Chamber of Commerce and sits on the Advisory Board for the School of Business at Norfolk State University. His longstanding commitment to inclusive economic development and industry leadership was recognized by the Washington Business Journal, which honored him with a Leadership Award in 2009.

    Lauren is responsible for overseeing the entire construction project lifecycle, from preconstruction and early planning phases through successful completion. She specializes in client-focused project delivery, leveraging expertise in project development, transparent budgeting, proactive planning, and reliable execution. She provides high-level strategic planning, opportunity capture, and risk identification and mitigation. With over 15 years of experience, Lauren is instrumental in leading the execution of large-scale projects nationwide with design-build experience in healthcare, mixed-use residential, and Government facilities.

    During her tenure with the firm, Lauren has led the Strategic Partnership Program, an MBA-style course for small and minority business owners. Lauren is a Mechanical Engineering graduate of Bucknell University and holds an Executive MBA Certificate from the University of Virginia, Darden School of Business. In addition to OSHA 10 and OSHA 30 training, she holds professional credentials as a Certified Construction Manager® (CCM®) and Designated Design-Build Professional®.

As Director of Program Management, he oversees the coordination of multi-phase, multi-stakeholder capital programs, ensuring alignment between client objectives, project teams, and execution strategies. With 12 years in the industry and a background in both engineering and business, Mike brings a balanced approach — combining technical insight, rigorous analysis, and practical field experience — to drive clarity, mitigate risk, and deliver predictable outcomes. His ability to structure programs, streamline decision-making, and lead cross-functional teams makes him a trusted partner on complex assignments.

    Mike maintains industry-leading credentials, including Certified Construction Manager (CCM), Construction Quality Management for Contractors (CQM-C), and OSHA 10 certification. He holds a BS in Mechanical Engineering from Bucknell University and an MBA from Georgetown University’s McDonough School of Business. Mike is also an active member of the Construction Management Association of America (CMAA), contributing to the broader advancement of best practices in program and construction management.
